Who Commissions Creative Services?
There will always be a need for the commissioning of creative services by both private and public sector organisations. Buyers include individual government departments and agencies such as the DCMS (Department of Digital, Culture, Media and Sport), local authorities and NHS bodies, along with educational institutions.
Procurement models tend to vary depending on the service. Commissioners looking to appoint providers to deliver more specialised services are likely to award contracts to a single successful bidder. Framework models are often used where the commissioner requires services on an ad-hoc / as and when required basis.
What is Involved in These Tenders?

- Contingency Planning – descriptions of business continuity measures put in place to mitigate and prevent business disruption – ensuring continuity of service.
- Innovation – evidencing the use of innovative ideas and technologies to aid cost and time efficiencies.
- Corporate Social Responsibility, including Environmental Sustainability – description of how you will contribute towards social, economic and environmental benefits as part of the delivery of the contract.
The evaluation of quality criteria may be based on a combination of quality and price, i.e. the Most Economically Advantageous Tender (MEAT), or it could just be down to quality alone. In each scenario it’s important to remember is that quality is consistently the most important factor, and the more points a bidder picks up on quality, the more flexible they can be in respect of pricing.
Tender documents will require bidders to confirm their compliance with specified mandatory criteria, and it’s also likely that individual buyers will request evidence of a provider’s compliance with certain ISO standards, including ISO9001 for Quality Management, ISO27001 for Information Security Management and ISO14001 for Environmental Management.
