An Introduction to Security Tenders
Security tenders appear in various forms, including:
- Static manned guarding and mobile patrols of property and/or premises such as for industrial sites, construction sites, retail premises, public sector facilities, corporate premises, car park facilities, etc.
- Monitoring – including remote and on-site security and CCTV monitoring, intruder alarms and fire safety systems.
- Events Security – including stewarding, crowd management, conflict resolution/management and physical intervention.
- Security of Goods in Transit – including cash collection and valuables.
- Close Protection (Bodyguard) Security
- Access Control
- Key Holding
Who Commissions Security Tenders?
Security tenders are required across all sectors and will be commissioned by both private and public sector organisations, including government departments and agencies and local authorities.
In terms of procurement models, these tend to vary depending on the service. Commissioners looking to appoint providers to deliver more specialised services, or provision on an ad-hoc basis as and when required, are likely to award contracts to a single successful bidder.
On the other hand, some buyers may look to commission a range of services at once, in which case we might see tenders for the creation of a framework agreement, with different areas of provision split up into individual lots.
What is Normally Involved in Security Tenders?
As commissioners will have specific needs, tender submissions will inevitably vary. We have, however, sought to give an indication of some of the more common areas we see flagged up for quality evaluation:
- Relevant Contract Experience – the demonstration of relevant experience, delivering similar contracts on a comparable scale.
- Contract & Account Management – including details of dispute resolution procedures, and monitoring of KPIs.
- Technology – describing the use of technology in delivery, e.g. body cameras, audio recording, tracking systems, etc.
- Staffing, Training & Qualifications – detailing recruitment, selection and vetting procedures and outlining details of deployed training programmes and qualification attainment.
- Contingency Planning – descriptions of business continuity measures put in place to mitigate and prevent business disruption, ensuring continuity of service.
- Corporate Social Responsibility – description of how you will contribute towards social, economic and environmental benefits throughout the contract’s lifetime.
The evaluation of quality criteria may be based on a combination of quality and price, i.e. the Most Economically Advantageous Tender (MEAT), or it could just be down to quality alone. In each scenario it’s important to remember is that quality is consistently the most important factor, and the more points a bidder picks up on quality, the more flexible they can be in respect of pricing.
Tender documents will stipulate that bidders are to confirm that they are compliant with a number of mandatory criteria, including being able to evidence that any staff working in SIA (Security Industry Authority) regulated roles are fully licensed, and that where applicable employees hold Enhanced DBS checks.
They may also ask for confirmation that providers comply with certain ISO standards and that they hold additional accreditations, e.g. health and safety accreditation such as SafeContractor.
Contract lifetimes will vary, with some lasting beyond 5 years if extended, so if your bid is unsuccessful, you could be left out in the cold until the tender is released again.
