Who Commissions Victim Support Tenders?
The Ministry of Justice (MoJ) commissions national victim support services, although recent years have seen the emphasis shift towards commissioning through localised models. Individual Police and Crime Commissioners (PCC) and authorities receive funding from the MoJ to commission local victims services, with additional procurement by NHS England and Clinical Commissioning Groups (CCG).
Within this sector it’s more likely to see commissioners seeking to appoint single suppliers for the delivery of contracts, although some models may be based on a framework delivering different specialisms across individual lots.

What is Normally Involved in Victim Support Tenders?
The question of accessibility to services is often a key consideration in victim support tenders, with individual specifications stipulating that it will be the responsibility of bidders to identify and source suitable community based locations, and possibly refuge facilities, from which to deliver the contract. Alternatively, the transference of existing contracts may include access to established facilities.

The quality criteria tends to focus on a number of areas, including a bidder’s relevant experience delivering contracts similar in scope and size, multi-agency working, Service User involvement, engagement and pathways, safeguarding and management, quality assurance, reporting, contract delivery and ongoing service development and improvement.
