ENVIRONMENT & TRANSPORT – COMMISSIONING Modelling Services Contract (Formerly Lot 1 of the modelling framework).

To carry out work using the Pan Regional Transport Model (PRTM) and other associated or future countywide or regional models.

PRTM is divided into 5 main components below followed by a series of tertiary requirements:
1) Highway Supply Model (SATURN)
2) Public Transport Supply Model (EMME)
3) Demand Model (EMME) including a Parking Model
4) Land-Use
5) Environmental Analysis

Further details of the requirements for each of the components are provided below.

Highway Supply Model (SATURN) & Public Transport Supply Model (EMME)
To undertake highway and public transport assignment modelling using the SATURN and EMME software, sufficient to allow work to be undertaken without any formal training in the specifics of PRTM.

Demand Model (EMME)

The demand model is a bespoke application created using EMME application software. Consultants will be expected to demonstrate extensive experience in creation and application of comprehensive transport demand models. Direct knowledge of EMME applications in demand models would be useful but is not essential. The demand model includes mechanisms by which the total PRTM system is controlled.

PRTM Land-Use Model (DELTA)

The land-use model has been created by the David Simmonds Consultancy using the company's bespoke software, known as DELTA. Consultants will be expected to provide land-use modelling, either directly or via the use of a sub- contractor, from creation through to the application on studies as well as knowledge of interpretation and use of land-use model outputs. The normal software used for this purpose is DELTA.

The land-use component of the PRTM can be run using the bespoke DELTA software developed by the David Simmonds Consultancy or with the module decoupled and planning data input via a spreadsheet interface.

Environmental Analysis Suite (EASE)

The PRTM has two traffic and transport and environmental analysis software packages set up for ETFC and available for use by any of the panel consultants. The first, known as EASE (Environmental Analysis SuitE), is link based and based on DEFRA's, Emission Factors Toolkit (EFT). The second, known as RapidAir and developed by Ricardo, is an air quality dispersion model.

The work will primarily be concerned with the application of PRTM, to produce outputs for end users. However, panel members may be asked to undertake limited model development work from time to time (though major updates to PRTM will be the subject of a separate contract).
